Planning a Heat Pump for a New Build? Design It Before First Fix

A new build is one of the best opportunities to design a heat pump system properly.

You are not forced to work around an existing boiler, old pipework, finished floors or a cylinder cupboard that was never designed for a heat pump.

But that advantage can disappear very quickly.

Once floors are laid, walls are closed, plant spaces are fixed and pipe routes have been chosen, changes become more expensive and compromises start to creep in.

The Best Time to Design the Heating Is Before It Exists

Retrofitting a heat pump into an existing property often means working around decisions that were made years ago.

The pipework is already there.

Radiators are already positioned.

The cylinder has to fit into an existing cupboard.

The consumer unit may be on the other side of the house.

The only available heat pump position may be the one nobody else wanted.

A new build gives you a much better starting point.

You can decide:

  • where the heat pump should go
  • where the cylinder should be
  • how primary pipework should reach the plant area
  • how the electrical supply will be routed
  • whether underfloor heating or radiators are more appropriate
  • how the heating system will be zoned
  • where controls will be positioned
  • how the system will be serviced in future

The key is to make those decisions while they are still easy to change.

Do not design the house and then ask where the heat pump will fit. Design the services while they are still lines on the plan.

What Should Be Decided Before First Fix?

There are several decisions that are much easier to get right before plumbing, electrics and finishes are installed.

Heat Pump Location

The heat pump position affects more than appearance.

It should be considered alongside:

  • airflow
  • noise
  • access
  • drainage
  • defrost water
  • pipe length
  • servicing
  • future maintenance
  • nearby windows and boundaries

Leaving the heat pump location until the end of the build often means choosing from whatever space is left.

That is rarely the best way to design a heating system.

Hot Water Cylinder Location

The cylinder needs enough space, but space alone is not enough.

The location also affects:

  • hot water pipe lengths
  • heat pump primary pipework
  • access for installation
  • access for future servicing
  • discharge pipework
  • electrical components
  • controls
  • heat losses from long pipe runs

In a new build, the cylinder location should be planned as part of the services strategy, not treated as an afterthought.

Heating Emitters

A new build gives you the opportunity to design the emitters around the heat pump rather than trying to make an existing system fit.

That could mean:

  • underfloor heating throughout
  • underfloor heating downstairs with radiators upstairs
  • radiators throughout
  • a mixture of different low-temperature emitters

There is no single correct answer for every property.

The important thing is that the emitter design follows the room-by-room heat loss and the intended heating flow temperature.

Primary Pipework Route

The route between the heat pump and the plant area can have a big effect on the installation.

It is worth deciding early:

  • where the pipes will enter the building
  • how they will reach the cylinder or plant room
  • whether they pass through floors or walls
  • where insulation will fit
  • how penetrations will be sealed
  • whether the route remains accessible

If the route is planned before first fix, it can be neat and direct.

If it is left until later, it often becomes a workaround.

Electrical Route

A heat pump needs a suitable electrical supply.

Depending on the system, there may also be:

  • control wiring
  • pumps
  • immersion heaters
  • cylinder controls
  • backup heaters
  • secondary consumer units
  • solar PV
  • battery storage
  • EV charging

Planning the electrical route early can avoid unnecessary surface wiring or disruptive changes later.

Controls and Zoning

Controls should suit the system design.

They should not simply be added once all the heating circuits already exist.

If the property will have multiple zones, underfloor heating manifolds or mixed emitters, the control strategy should be understood from the beginning.

Start With the Room-by-Room Heat Loss

A new house may be very well insulated, but that does not mean the heating requirement should be guessed.

Two homes of the same size can still have different heat losses because of:

  • glazing area
  • orientation
  • exposed walls
  • room temperatures
  • ventilation
  • airtightness
  • construction details
  • insulation specification

A room-by-room heat loss provides the foundation for the rest of the design.

It helps determine:

  • how much heat each room needs
  • radiator or underfloor heating output
  • design flow temperature
  • whole-house heat demand
  • heat pump selection

That is a much better starting point than choosing a heat pump from floor area or bedroom count alone. It also gives you something solid to hold against any heat pump installation quote you receive later.

Do Not Oversize the Heat Pump Just Because the House Is Large

A large new-build home does not automatically need a large heat pump.

Modern construction standards can produce relatively low heating loads compared with older properties.

That means a physically large house may have a surprisingly modest space-heating requirement.

Oversizing the heat pump can create its own problems.

A unit that is much larger than the actual heating demand may spend more time operating below its ideal range, particularly during milder weather.

The correct approach is to size from the calculated design heat loss and the heat pump’s performance at the intended operating conditions.

Underfloor Heating or Radiators?

Both can work well with a heat pump.

Underfloor heating is particularly easy to integrate into a new build because the floor construction can be designed around it from the beginning.

It can operate at low water temperatures and provide even heat across the room.

But underfloor heating is not compulsory.

Correctly sized radiators can also work very well — the same sizing principles that decide whether existing radiators can work with a heat pump in a retrofit apply here, except that in a new build you get to apply them before the radiators are bought.

A common new-build arrangement is:

underfloor heating downstairs + radiators upstairs

but that should not be treated as a universal rule.

The choice should depend on:

  • room heat loss
  • floor construction
  • available wall space
  • desired flow temperature
  • room use
  • floor finishes
  • cost
  • control strategy

The important thing is to design the emitters around the actual room requirements.

Hot Water Can Matter More Than You Expect

In a highly insulated new build, the space-heating demand may be relatively low.

The household still needs hot water.

That means domestic hot water can become a significant part of the overall system design.

The cylinder should be selected with consideration for:

  • number of bedrooms
  • household occupancy
  • bathrooms
  • showers
  • baths
  • simultaneous demand
  • desired recovery time
  • heat pump output during hot water production
  • cylinder coil performance

A cylinder that is too small may create unnecessary hot water shortages.

A cylinder that is unnecessarily large takes up more space and may increase standing losses.

The aim is to size it appropriately for the way the property will actually be used.

Send the Plans Before the Heating Is Installed

If you already have architectural drawings, floor plans or construction drawings, send them before the plumbing and heating layout is fixed.

Plans can allow the design process to begin while changes are still relatively inexpensive.

Useful information can include:

  • floor plans
  • elevations
  • sections
  • room dimensions
  • construction build-ups
  • insulation specifications
  • window schedules
  • proposed plant areas
  • utility layouts

You do not need to have every detail finalised before making contact.

The earlier the project is reviewed, the easier it is to identify what information is still needed.

What If the Final Insulation Specification Is Not Known Yet?

That is common during the early stages of a new build.

A preliminary design can often begin using the proposed construction details.

However, the final design assumptions should reflect what is actually going to be built.

Changes to things such as:

  • wall insulation
  • roof insulation
  • floor insulation
  • glazing
  • airtightness
  • ventilation

can affect the final heat loss.

If the specification changes during the build, the heating design may need to be reviewed.

Heat Pump, Solar PV and Battery Storage

A new build is also a good opportunity to plan other electrical technologies at the same time.

You may be considering:

  • solar PV
  • battery storage
  • EV charging
  • backup power
  • smart energy controls

These do not need to dictate the heat pump design, but it makes sense to think about:

  • electrical capacity
  • meter position
  • consumer units
  • cable routes
  • plant space
  • future expansion

Planning all of the major services together is usually easier than adding them one at a time after the build is complete.

New housing is moving in the same direction.

The Future Homes and Buildings Standards were laid on 24 March 2026 and come into force on 24 March 2027. Transitional arrangements apply where a building notice, initial notice or full plans application is given before that date and the work starts before 24 March 2028.

The notional dwelling used to set the performance targets is heated by a heat pump, and there is a new requirement for on-site renewable electricity generation.

The standard sets performance targets rather than mandating a particular technology, so it does not decide the system for you. It does mean that a heat pump and solar PV together are becoming the normal starting point for a new home rather than the exception.

Does a New Build Qualify for the Boiler Upgrade Scheme?

New-build properties are generally not eligible for the Boiler Upgrade Scheme.

There is an exception for certain self-build properties that meet specific criteria.

Where a self-build does qualify, a heat pump can be eligible provided all the other scheme rules are met. Biomass boilers are not eligible in self-build properties.

Do not assume the grant applies simply because a heat pump is being installed.

Eligibility should be checked against the current scheme rules before relying on grant funding within the project budget.

Assuming Underfloor Heating Automatically Means the System Is Correct

Underfloor heating can work extremely well with a heat pump, but it still needs to be designed correctly. Pipe spacing, floor build-up, flow temperature, flow rates and room heat loss all matter.

Fixing the Cylinder Location Too Early

A cupboard may look large enough on a drawing but still be unsuitable once access, pipework and servicing requirements are considered.

Forgetting the Primary Pipe Route

A direct, well-planned route is far easier to install than trying to find a path through a finished building.

Leaving Electrical Requirements Until the End

Cable routes and electrical capacity should be considered while the services are being planned.

Treating the Heat Pump Location as Leftover Outdoor Space

The unit needs to work technically as well as visually. Noise, drainage, airflow, servicing and pipe routes all matter.

Designing From an Insulation Specification That Later Changes

If the fabric changes, the heat loss may change too. The final heating design should match the final building specification.

Why Independent Design Can Work Particularly Well for Self-Builders

A self-build project can involve several different people making decisions about one heating system.

You may have:

  • an architect
  • builder
  • plumber

  • underfloor heating supplier
  • heat pump installer
