Gritstone behaves differently, and the calculation should say so
Skipton is built of Craven gritstone, and a lot of it is thick, solid and several centuries old. Solid stone is not the disaster it is often painted as — it has real thermal mass, which flattens temperature swings and suits the steady low-output heat a heat pump likes to give. What it does not do is behave like the cavity wall in a standard U-value table, which is why old and stone-built houses deserve their own assessment rather than a national average.
The town centre carries conservation area status and a substantial number of listed buildings, which constrains where an outdoor unit can go and what can be done to the fabric. That is a design problem, not a refusal. Almost always. Outdoor unit siting is the usual constraint, and it is solvable with drawings that show the officer exactly what will be visible from where.
